UBiquitous Disaster Information Management |

The primary objective of UBIDIM Project is to create a
multi tier architecture for providing ubiquitous access to back end resources
and distributed services to support the decision making process of the natural
resources management.
UBIDIM aims to integrate distributed data and services on disaster communications through development related to computer-mediated networking. The international natural disasters
management community considers computer-mediated networking (i.e., the
Internet) as a powerful tool for improving disaster communications and decision
support.Central to this trend is the
belief that expanded communications capabilities can improve disaster
management practice around the world, which is related to the international
character of the natural disasters.
UBIDIM target regards the development
of a European management perspective of natural disasters by introducing a
multi tier communications model.This
model is more congruent with self-organization on distributed networks than the
traditional approach and provide for endless and systematic expansion and
exploitation of data warehouses related to natural disaster information.
UBIDIM is a network of networks, comprised of numerous social,
administrative and technical elements working together in disaster management
operations. Elements within UBIDIM include technical factors (e.g. ASPs, GSM and Internet providers,
telecommunication infrastructure ...), government agencies, research
organizations, and local authorities.
All of these elements contribute data and services during the four
phases of disaster management and comprise a communication network of disaster
management agents that undertake mitigation, preparedness, response, and
recovery operations.
